Downtown Parking Garage

The Town of Los Gatos prides itself in a vibrant and historic downtown. The downtown succeeds as a destination for shopping and dining for the region, the state, and the world. This success led to a discussion regarding parking congestion and the need for additional parking supply downtown.

In 2015, the Town Council created a Parking and Infrastructure Ad Hoc Committee with appointments determined by the Mayor.  The Mayor appointed Council Member Rennie and then Vice Mayor Barbara Spector.  From 2015 to early 2018, the Committee explored the possibility of building a parking garage on three lots downtown, providing at least six below market rate housing units, as required, as well as market rate housing and/or retail.  

The Town issued a Request for Interest (RFI) for the proposed mixed-use development and the Town Council approved entering into exclusive negotiations with Presidio Development Partners, LLC. After many design iterations and pro forma financial reviews, the parking garage and housing development was found financially infeasible. Instead of continuing to pursue a garage, the Council directed the preparation of a comprehensive parking study which was completed by parking consultants, Dixon Resources Unlimited, which are currently being implemented.

Previous Actions

  • March 20, 2018 - The Town Council heard a report on broad parking issues in the Town and direct staff to bring forward a budget proposal for consultant services for a comprehensive parking study, implement a pilot for time limited parking adjustments, implement a one way street pilot, and implement a paid parking pilot program.
  • January 30, 2018 - The Council Ad Hoc Committee discussed alternate project scenarios and funding opportunities.
  • December 18, 2017 - The Council Ad Hoc Committee began conversations on financial elements associated with the project.
  • November 16, 2017 - The Council Ad Hoc Committee reviewed preliminary design drawings and provided input that reflected two levels below grade and increasing detail on the conceptual design, and reviewed data on downtown parking needs. The Council Ad Hoc also reviewed a schedule overview of the project and acknowledged renewal of the Exclusive Negotiating Agreement (ENA) with Presidio Development Partners.
  • September 20, 2017 - The Council Ad Hoc Committee reviewed preliminary massing diagrams for the project and heard public input on height, mass, viewing angles to adjacent property, and traffic flow.  Preliminary concern on costs opened the potential for reducing the number of BMP residential units.
  • April 3, 2017 - The Council Ad Hoc Committee reviewed a draft Exclusive Negotiating Rights Agreement and provided input into the agreement and the schedule.
  • February 21, 2017 - The Town Council considered a Resolution defining the Work Plan and Term for the Council Ad Hoc Committee and provided direction on priorities for the Transportation and Parking Commission.
  • February 7, 2017 - The Town Council considered the next steps for the Council Ad Hoc Committee and provided direction. 
  • January 2017 - The Town entered into an agreement with Keyser Marston Associates to provide consulting services for the Town during negotiations with Presidio Development Partners.
  • September 20, 2016 - Council provided direction to staff on the next steps, including exclusive negotiations with Presidio Development to partner with the Town in construction of a mixed use parking garage and housing project that includes the following components:
    • 300 Parking Spaces
    • 20-24 Residential Units (including 6-9 Below Market Units)
    • Maintain mass and scale appropriate for the neighborhood
    • Supplement costs with up to $4M from the Town.
