This page has been created to provide regular updates to the residents about the progress of the Almond Grove Street Rehabilitation Project. The first phase of the project is currently under construction and includes the rehabilitation of
Broadway (between W. Main Street and S. Santa Cruz Avenue), and Bachman Avenue (between Glen Ridge Avenue and N. Santa Cruz Avenue).
The second phase of the project is currently under design and includes the rehabilitation of remaining 8 streets within the Almond Grove Historic District.

Construction Update on Almond Grove Phase I – Broadway and Bachman Avenue

    
Update posted 8/19/16
- The majority of the curb, gutter, sidewalk, and driveway approach work has been completed on Broadway.  

Crews have now moved to Bachman Avenue where they have completed the first set of new driveways and sidewalks on the south side of Bachman Avenue near Glen Ridge Avenue. Crews will continue with the removal and replacement of the curbs, gutters, sidewalks, driveway approaches, and accessibility ramps working down the south side of Bachman Avenue toward N. Santa Cruz Avenue before moving to the north side of the street. 

Please continue to comply with the one lane/one-way westbound traffic patterns that have been established for the work zones on both Broadway and Bachman Avenue.   

The schedule for the pavement removal and replacement on Broadway is currently being developed and will be posted to this page once approved. The Bachman Avenue pavement removal and replacement will be scheduled to follow the pavement work on Broadway.

It is currently anticipated that the work on Broadway will occur in six separate half street sections.  Once a section of pavement is removed, it will take additional time for the crews to grade the street to the proper elevation, to compact the subgrade, to place and compact the base materials, to place the reinforcing steel where necessary, to form where needed for the placement of the concrete, and to place the final concrete section.  Once the concrete is placed, there will be an extended cure time of approximately 10-12 days before any traffic may be allowed onto the new pavement area.  During this time, those residents who have driveways that lead to the area being reconstructed will not be able to access their driveways until the new pavement has been placed and cured.  This could require residents to be without driveway access for a period of up to two weeks.  Advanced notification will be provided to residents before any access is restricted.

Once the concrete has been placed, there is a very specific time at which the concrete must be saw cut into sections measuring approximately 6’ x 6’.   The timing of this required saw cutting is dependent on the curing of the concrete, which is affected by factors beyond the Town and contractor’s control.  These factors include the ambient air temperature, the ground temperature, humidity, and the actual curing rate of the concrete among others.  The time at which the concrete must be saw cut is therefore not a schedulable task.  It has to be done when it has to be done.  For this reason, saw cutting of the concrete pavement may be taking place at any hour of the day or night, and on any day including the weekends.  We apologize in advance for the inconvenience and interruption that this event may cause, however the saw cuts are of major importance to the performance of the concrete roadway and must be completed as dictated by factors beyond our control.
 
Update posted 8/5/16 -
The final work continues to remove and replace the curbs, gutters, sidewalk, driveway approaches, and storm drain on the north side of Broadway.   Crews are now scheduled to move to Bachman Avenue.

  • Potential installation of storm drain work and conduit beneath roadway on Broadway between W. Main and S. Santa Cruz Avenue
Update posted 7/28/16 - Work continues to remove the curbs, gutters, sidewalk and driveway approaches, on the north side of Broadway. 
When driveway approaches are removed, a temporary “rocked” surface is placed to allow residents to continue to use the driveway approach to access the property’s driveway.  At this stage of construction, the driveway is not closed.  Residents are able and allowed to drive over this temporary "rocked" surface until the contractor can schedule the closure of the driveway with the resident.  
Residents will be notified a minimum of two days prior to the need to close the driveway.   The contractor has been making an effort to talk to each resident when handing out the two day notice and is able to answer any questions regarding the upcoming closure.  
The driveway closure will be for a three day period.  During this three day period, the area will be formed to accept the new concrete and the concrete poured and allowed to cure. 
After the driveway approaches have been poured, but before these are opened back up for the residents to use, the contractor may need to place a temporary asphalt ramp between the existing roadway and the new driveways to allow residents to ramp up into the new driveway approach.  These temporary driveway ramps will be in place until the new concrete roadway is constructed.  If you have a temporary ramp constructed into your driveway, please enter and exit your driveways slowly and cautiously.
When the work on the sidewalk, curb, gutter, and driveway approaches is completed on Broadway, crews will move to Bachman Avenue.   Based on the current rate of progress, it is possible that crews may be ready to move to Bachman Avenue during the week of August 8th to begin the survey, sawcutting and stump grinding operations. 

Update posted 7/15/16 -  Curb, gutter, sidewalk, driveways and accessibility ramps have been removed and replaced on the south side of Broadway between W. Main Street and 45 Broadway.  A temporary pavement material has been placed between the existing roadway and the new driveways to allow residents to ramp up into the new driveway.  These temporary driveway ramps will be in place until the new concrete roadway is constructed.  If you have a temporary ramp constructed into your driveway, please enter and exit your driveways slowly and cautiously.

Update posted 7/8/16 -  The first sections of curb, gutter, and sidewalk and two driveways have been removed and replaced on the south side of Broadway in the area of W. Main Street and Clifton Avenue.  Removal and replacement will continue on the south side of Broadway before moving to the north side of Broadway.  In order to remove and replace the driveway approaches, all driveways will eventually need to be completely closed for a period of three consecutive days to allow the concrete to be placed and cured.  Each resident will receive a written 2 day advance notice and a one hour verbal reminder prior to the beginning of the 3 day driveway closure.  Currently many driveway approaches have been removed and replaced with a drivable soil ramp to allow access until the driveway is ready to be formed and the concrete placed.  If your driveway has a soil ramp, please use caution and drive slowly when driving over the ramp to access your driveway.  
Residents on the north side of Broadway have received a two week advanced notice that work may begin on the north side of Broadway between 7/18 to 7/29. 

Update posted 6/29/16 – Revised Construction Schedule for Bachman Avenue
Vanguard Construction has developed a revised construction schedule that will concentrate construction efforts on Broadway before moving crews to the work on Bachman Avenue. The original construction start date on Bachman Avenue was June 13, 2016 and the revised schedule anticipates further construction activity on Bachman Avenue beginning in late July. The actual construction start date for Bachman Avenue will depend on the construction progress made on Broadway and will vary based on the Broadway construction. Updates will continue to be posted to this project page.

This revised schedule will allow the current traffic and parking patterns on Bachman Avenue to remain in place until late July when the one-lane/one way westbound traffic control pattern and 24 hour residential permit parking only would be implemented. Staff believes this revised schedule and the delay in the implementation of the traffic control and parking program will greatly help to minimize impacts to the Bachman Avenue residents and businesses. The revised schedule does not affect the anticipated overall project completion date of early December, 2016.

Vanguard Construction has hand delivered a Revised Construction Notice to the residents and businesses on Bachman Avenue in the construction area, and has also mailed copies of the Revised Construction Notice to all property owners on Bachman Avenue. A two week Advance Construction Notice will be delivered to the residents and businesses two weeks prior to any construction work beginning on Bachman Avenue. 

Update posted 6/24/16 – One way – one lane westbound traffic control for Broadway between S. Santa Cruz and W. Main Street is scheduled to be implemented during the week of June 27th. Once established, this traffic pattern of one-lane one way westbound traffic will continue through the completion of construction, which is anticipated in early December. To help the residents of Broadway accommodate the loss of parking due to construction, Broadway has been signed for residential permit parking only – 24 hours daily. The residential permit parking only is also anticipated to remain through the completion of the project. 
   
Update posted 6/21/16 -
Street tree removals have been delayed by one day.  The street tree removals are now scheduled to begin on Wednesday, June 22nd .  Tree removal work is anticipated to take approximately two weeks with completion scheduled by July 8th.

 Update posted 6/20/16
Tree removals on Broadway and Bachman Avenue are scheduled to begin on Tuesday, June 21st.  A copy of the approved tree plan for the project can be found using this link Tree Plan.  In summary, the total number of existing street trees on Broadway and Bachman Avenue is 120.  Of the existing 120 street trees, 76 are identified to be protected during construction, 42 are identified for removal and replacement, and 2 street trees are shown on the plans to be removed and not replaced.  The 44 trees scheduled to be removed have been posted in the field with a tree removal notice.  There are 25 additional new locations that are scheduled to receive new street trees, bringing the final anticipated total street tree count on Broadway and Bachman Avenue to 143 upon completion of the project.

 Update posted 6/17/16-  Tree removals on Broadway and Bachman Avenue are scheduled to begin on Tuesday, June 21st.  Replacement street trees will be planted in the fall as a last order of work for the project.    

A revision has been made to the General Project Approach.  In general, the contractor intends to complete the removal and replacement of curbs, gutters, sidewalks, and accessibility ramps in a counterclockwise direction starting on the south side of Broadway at W. Main Street and on the south side of Bachman at Glen Ridge Avenue. The contractor plans to work down each street on the south side toward Santa Cruz Avenue, and then back up each street on the north side.  Once the removal and replacement of all sidewalk, curb, gutter, driveways and accessibility ramps have been completed, the contractor will then begin the removal and replacement of the concrete roadway.  The roadway on each street will be removed and replaced in sections.  The sections and schedule for removal and replacement will be determined following the completion of all curb, gutter, sidewalk and driveway work and will be posted on this project page at a future date.


Beginning the week of June 27th, the first sections of curb, gutter, sidewalk, driveway, and accessibility ramps are scheduled to be removed and replaced at the following locations:


93 Broadway

89 Broadway
85 Broadway
81 Broadway
77 Broadway
71 Broadway
69 Broadway
65 Broadway
57 Broadway

Two week advance notices were delivered to the residents at each of these locations on Friday, June 17th.  The removal and replacement of driveway approaches will require a 3 day closure of the driveway to accommodate the concrete cure time.  A follow up 48 hour notice will be delivered to each residence prior to the actual closure of the driveway, and a verbal notice will be given a minimum of one hour before any driveways are closed. 

PARKING MODIFICTIONS AND ROAD CLOSURES to begin the week of June 27th:

 
During construction, vehicular access to Broadway and Bachman Avenue will be limited to access for local residents only.  To accommodate the construction on the south half of Broadway and Bachman Avenue, each street  will be reduced to one lane in the westbound direction.  Residential parking will be available on the side of the street not under construction. 
 
During the construction project, parking on both Broadway and Bachman within the construction area will be by permit only, 24 hours every day.  Current Almond Grove/Broadway Residential Parking permits will be honored in both areas and in the muni lots if parking is not available on your street.  If you are a resident on Broadway or Bachman Avenue and do not have a current Residential Parking permit on your vehicle, please contact Community Outreach Coordinator Jackie Rose at 408-354-6853 for a temporary permit which will allow you to park your vehicle during construction.

Emergency vehicles will not be denied access to the construction area.  Do not hesitate to call 911 if you require emergency assistance from fire, medical, or law enforcement personnel.

 (Update posted 6/10/16)  On June 10th, Vanguard Construction completed the posting of trees that are scheduled to be removed with the project on both Broadway and Bachman Avenue.  The posted trees are currently scheduled to be removed beginning the week of June 20th.  See the two week look ahead for additional activities anticipated.

General Project Approach:
 A first order of work for the project will be the placement of traffic control measures, establishment of residential permit parking, construction surveying and sawcutting as necessary for the removal of existing curbs, gutters, sidewalks, driveways and accessibility ramps.  The removal and replacement of curbs, gutters, sidewalks, and driveways is scheduled to follow the implementation of the traffic control, construction surveying, and sawcutting operations.  In general, the contractor intends to complete the removal and replacement of curbs, gutters, sidewalks, and accessibility ramps in a counterclockwise direction starting on the north side of Broadway at S. Santa Cruz Avenue and on the north side of Bachman at S. Santa Cruz Avenue. The contractor plans to work up each street on the north side, and then back down each street on the south side toward Santa Cruz Avenue.  Once the removal and replacement of all sidewalk, curb, gutter, driveways and accessibility ramps have been completed, the contractor will then begin the removal and replacement of the concrete streets, removing the north side of the streets in sections before moving on to the removal and replacement of the south side of the streets.  The time frame for completion of all work is anticipated to be approximately 6 months.

As construction proceeds, a more detailed schedule of when work will be taking place in front of each property will be posted to this project page.

Vanguard Construction has scheduled construction to begin the week of June 13th.  Residents, businesses, property owners and tenants within the project area were mailed a two week advance construction notice on May 26th.   A copy of the notice can be seen here: 2-week Notice
 
Beginning June 13th, the first order of work will be completing the USA markings, performing surveys, and posting trees for removal.  The removal and replacement of curb, gutter, sidewalk, and driveway approaches will follow.  Work will be done on portions of Broadway and Bachman Avenue simultaneously during this phase of the construction. 

Once construction begins, a two week look-ahead schedule will be posted to this project page every other Friday to show the anticipated construction activities for the following weeks.
