Almond Grove Phase II

This page has been created to provide regular updates to the residents about the progress of the Phase II of Almond Grove Street Rehabilitation Project. Phase II includes the rehabilitation of 8 remaining streets of Almond Grove - Tait, Bayview, Glen Ridge, Almendra, Wilder, Bean, Massol, and Nicholson.

BAYVIEW AVENUE:
This week, Vanguard unfortunately needed to remove the recently placed accessibility ramp at the corner of Bayview and Pennsylvania and the ½ driveway for Bayview Court due to defective materials. This has added a minor delay to the completion of the west side work.   Crews have now completed the grading and layout of all curb, gutter, sidewalk, driveway and ramp improvements on the west side of Bayview between Pennsylvania and W. Main and early next week, these improvements are scheduled to be completed.  The driveway to Bayview Court will be done in two separate pours, which will allow traffic to continue to access Bayview Court.

Additionally this week, construction crews completed the necessary asphalt conform work on driveways at 21 and 25 Bayview Avenue and have been filling all the park strip areas with soil and backfilling the area between the gutter and existing pavement.   Planting of the new street trees is currently scheduled as a last item for all of Bayview Avenue.

Work on the east side of Bayview and the switch of traffic from the east half of Bayview to the west half will not take place until all curb, gutter, sidewalk, driveway and ramp improvements on the west side have been completed and cured.  The street will remain with one northbound lane only as the work zone is shifted to the east side of the street.

BAYVIEW AVENUE:
Vanguard crews are scheduled to pour the accessibility ramp on the northwest corner of Bayview and Pennsylvania Avenues this afternoon. This will complete the removal and replacement of the curb, gutter, sidewalk, ramp, and driveway approaches on the west side of Bayview between Bean and Pennsylvania Avenues.  In some locations, it will be necessary to provide conforms from private property walkways and/or driveways to the newly placed sidewalk.  In most of these locations, Vanguard will be providing temporary conforms and will return to install the final conforms at a later date.

 

One half of the driveway to Bayview Court is also scheduled for a concrete pour this afternoon.  The new ½ driveway will be barricaded and surrounded with caution tape to allow the concrete to cure.  Please refrain from driving on this newly placed concrete driveway until the tape and barricades have been removed, and use caution when accessing and exiting Bayview Court during the replacement of this driveway approach.   It is anticipated that the remaining half of this driveway will be removed and replaced next week.

Curb, gutter, sidewalk, driveway, and ramp work on the entire west side of Bayview is scheduled to be completed by the middle to end of next week.   Once the curb, gutter, sidewalk, driveway and ramp work on the west side has been completed, the crews will move the one lane/one way northbound traffic to the westerly side of Bayview and establish their new work zone on the east side of Bayview.  Work on the east side will begin at the northern end near Bean Avenue and proceed southerly toward W. Main Street.

BAYVIEW AVENUE:
On Thursday, July 6th, the first three driveway approaches and a good portion of the new sidewalk was placed on the west side of Bayview Avenue between Bean and Pennsylvania. Crews are working to prepare additional sidewalk and driveway approaches on the west side with another concrete pour scheduled for Monday, July 10th. Crews anticipate the completion of the west side of the street within the next two weeks.

Pedestrians are reminded to use the sidewalks on the east side of Bayview only as the westerly half of the street is the current construction zone. Also, please remember to drive slowly and cautiously through the construction area.

BAYVIEW AVENUE:
Beginning Monday, June 26th, traffic patterns on Bayview Avenue will be changed to allow one lane of northbound traffic only.  On-street parking will be available on the east side of Bayview.  An active work zone will be established on the west side of Bayview as the removal of the curb, gutter, and sidewalk begins.  The removal of the curbs, gutters, sidewalks, and driveway approaches will begin at 51 Bayview Avenue and proceed southerly toward Pennsylvania Avenue and W. Main Street within the work zone on the west half of Bayview Avenue.

BAYVIEW AVENUE:
Vanguard Construction will begin work on Bayview Avenue starting the week of June 12, 2017.  The initial work taking place during the week of June 12th  will consist of marking the locations of underground utilities and survey control points,  posting of the one tree to be removed and replaced, and installing temporary Residential Permit Parking Only signs.  Beginning Monday, June 19th, it is anticipated that  Bayview Avenue will be reduced to one lane only allowing only northbound traffic.  The westerly half of Bayview Avenue will become the work zone where Vanguard Construction will be removing and replacing the curbs, gutters, sidewalk, and driveway approaches.  Once the work has been completed on the west side of Bayview, the work zone will be moved to the east side of Bayview and the northbound traffic lane will be shifted to the westerly half of Bayview.  Residents will be notified two days in advance of any driveway closures that will be necessary for the installation of the new improvements.    We encourage residents to notify any home service providers of the modifications to the traffic pattern and parking restrictions on Bayview Avenue during the construction project.  

During the reconstruction of Bayview Avenue, the roadway will be made available to local traffic only.  General  traffic in the vicinity is encouraged to use the detours when traveling through the neighborhood and refrain from driving on Bayview Avenue during the street reconstruction process.  
Residents who have not yet obtained the temporary Almond Grove Residential Parking permit may contact Jackie Rose, Police Department Community Outreach Coordinator, at JRose@losgatosca.gov to obtain a temporary Almond Grove Residential Parking permit.

Update posted 6/2/17 –
Residents and property owners of Bayview, Bayview Court, Glen Ridge, and Tait were invited to attend a pre-construction meeting to discuss details regarding the upcoming reconstruction project, which is anticipated to begin construction on Bayview Avenue the week of June 12th.  Several key points that were discussed at the meeting included:
  • phasing of the street reconstruction
  • closure of the streets to “local traffic only” with one lane of travel in the northbound direction
  • temporary implementation of 24 hour residential permit parking only (residents who need the residential parking permits may contact Jackie Rose at 408-354-6853 or Jrose@losgatosca.gov)
  • driveway closures
  • tree replacements

Update posted 5/22/17 - 
Following Council 's award of the Almond Grove Phase II project to Vanguard construction on April 18th, staff has been coordinating with Vanguard regarding the project schedule and an upcoming community meeting. Vanguard has been allocated three construction seasons to complete the reconstruction work on all remaining eight streets, beginning in the spring of 2017 with a target date for completion of all streets by late 2019. The streets anticipated to be reconstructed in 2017 are Bayview Avenue, Glen Ridge Avenue (between Hernandez Avenue and Bachman Avenue), and Tait Avenue. Construction is expected to start on Bayview in mid-June, move to Glen Ridge, and finish up on Tait in the fall of 2017. This is an ambitious list and staff will be monitoring progress and working with the contractor to achieve this goal.
A community meeting for the residents and property owners along Bayview, Glen Ridge, and Tait has been scheduled for Thursday, June 1, 2017 beginning at 6 p.m. in the Town Council Chambers. Topics to be discussed at the meeting include the general construction process and schedule, property/street access, parking, and other construction issues for these streets.

Similar to Broadway and Bachman the following construction processes will be in place:
  • Residents will be notified of the community meeting and start of construction through letters, door hangers, and the Town Almond Grove webpage.
  • Streets will be signed for local traffic only during construction.
  • Only residents will be allowed to park on the streets during construction through a specialized permitting process.
  • Trees identified through notifications and public/Council meetings for replacement will be posted ten days in advance of removal.
  • Residents will be provided updates through the Almond Grove webpage and encouraged to sign up for "Notify Me" for instant web updates
In contrast to Broadway and Bachman, it is anticipated that construction will be occurring on two streets at the same time during the 2017 construction period as the pavement on one street will be removed and replaced while the curb, gutter, and sidewalks are being removed and replaced on another street.  Vanguard will be utilizing this method to expedite reconstruction of the streets.

Although it is Vanguard 's intention to complete all three streets during the 2017 construction season, unanticipated construction delays could stall full completion of Tait Avenue until 2018.  Residents affected by any delay in the project construction will be notified immediately of any construction delays and rescheduling.  The scheduling of the remaining streets over the following two construction seasons (2018 and 2019) has yet to be determined as utility maintenance and upgrades are currently being designed by PG&E and San Jose Water Company on portions of the remaining streets.  This utility work will need to be completed prior to the final scheduling of the roadway reconstruction on the remaining streets. It is anticipated the utility upgrade work will be completed by 2018.
