1. Create oversight of police to insure the ethical and professional police are rewarded and protected
2. Create mechanisms inhibiting police unions from burying citations for excessive force or racism
3:Inhibiting PoliceUnions from expunging excessive force citations
4. Require police officers to pass a gun accuracy test, proving they can shoot to disarm NOT kill
5. % of Compensation based on public feedback, peer feedback, lower % based on # of arrests
