September 13, 2021 Finance Commission Meeting




The agenda and reports for the September 13, 2021 Finance Commission meeting at 5:00 p.m. are available online. Among other items, the Finance Commission will:

  • Receive information on vacant storefront fee and tax assessment programs
  • Receive information on business license amnesty
  • Continue discussion of key performance indicators 
  • Receive an American Rescue Plan Act (ARPA) update
  • Receive a Capital Improvement Project update
  • Review market fluctuation reserve policy

This meeting is being conducted utilizing teleconferencing and electronic means consistent with State of California Executive Order N-29- 20 dated March 17, 2020, regarding the COVID- 19 pandemic. September 10 and 13, 2021 Resurfacing Work Along Winchester Boulevard


As a part of the Town’s FY 2020/21 Street Repair and Resurfacing Project, the Town’s contractor will be performing crack sealing of pavements on Winchester Boulevard between Blossom Hill Road and Albright Way on Friday September 10 and Monday September 13, 2021.  There will be intermittent lane closures with traffic control along Winchester between 9:00 a.m. and 3:00 p.m.
 
The contractor will return at the end of September to resurface Winchester Boulevard, which will be followed by the installation of the Class IV bikeways in October.  Please visit the Connect Los Gatos project website for more information and construction updates.

Some of the key proposed changes include:
  • New Racial, Social and Environmental Justice Element;
  • Increased housing opportunities for mixed use developments in commercial areas and missing middle housing in neighborhoods with design requirements;
  • New Community Place Districts to provide more objective design standards and focus on community form for all development;
  • Shift in focus of transportation policies to street design, connectivity, and mobility for all users (bicycles, pedestrians, vehicles, etc.)  to reduce Vehicle Miles Traveled;
  • New goals in the Environment and Sustainabilty Element; and
  • Expanded policies to prepare for wildfire, climate change, and community health threats.
All community members are encouraged to be involved in the General Plan update process.  Your input on the Draft Plan is important as the Town Council will consider potential revisions prior to adoption later this year.  Your engagement helps the Town ensure that the General Plan continues to serve the needs of everyone that lives, does business in, or visits Los Gatos.

Santa Clara County 2021 Redistricting


Every ten years, U.S. Census data is used to redraw the County of Santa Clara’s supervisorial district boundaries.

The Board of Supervisors established the 2021 Advisory Redistricting Commission to ensure robust community participation in the redistricting process. Communities that share common interests, cultural ties, or other social and economic similarities are the building blocks of supervisorial districts. The Commission wants to ensure the County’s districts consider our community and wants to hear from you how boundaries should be drawn.

Kitchen Pail Disbursement for Food Scraps


New California legislation (SB 1383) mandates that we lower our total methane emissions by reducing the amount of food waste we send to landfill. The Town is doing its part to protect the environment by implementing a new food scraps recycling program.

In the Fall of 2021, West Valley Collection and Recycling will deliver complimentary kitchen pails to your home. You can place your food scraps in your kitchen pail during the week and then transfer the contents to your green container on collection day. #DroughtReadyLG


On June 9th, 2021, Valley Water’s Board of Directors adopted Resolution 21-86, declaring an emergency water shortage, and calling for water savings of 15% compared to 2019 usage. In response to the emergency water shortage, The Town of Los Gatos has launched the #DroughtReadyLG webpage dedicated to up-to-date drought information, Town water conservation actions, and residential and commercial water conservation resources. 


Construction on Los Gatos Boulevard
Between Lark Avenue and Walker Street


The North 40 development continues with the ongoing construction of off-site public improvements on both Los Gatos Boulevard and Lark Avenue, along with the associated construction of the residential units and Market Hall parking garage.

As of July 26th, construction of the center median on Los Gatos Boulevard between Lark Avenue and Walker Street has commenced. The work is expected to continue through the month of November.

Message boards were placed to inform motorists and the community of the construction as lane closures within both northbound and southbound Los Gatos Boulevard are expected during this period.

Parks and Public Works staff will continue to coordinate with both the developer and their contractors to ensure that the approved traffic control plans are followed and to address any issues or concerns that occur during the aforementioned construction period.



PG&E Gas Line Replacement Work


Daleo Inc., a contractor working under the direction of PG&E, will be upgrading approximately 2,650 ft. of gas main along Main Street in two simultaneous phases.


Phase 1 work covers W. Main St. between University Ave. and the Highway 17 Overcrossing, including Park Ave. This phase began June 7, 2021 with a projected completion date in early August.  

Phase 2 construction began in mid-June at the intersection of E. Main St. at Pleasant St. and Jackson St.  The work will proceed northeast up Los Gatos Blvd., then head west on Simons Way to Bella Vista Ave. The projected completion date for this phase is in September.  

There will be partial lane closures with traffic control.  

This work allows PG&E to upgrade and strengthen the gas distribution infrastructure in Los Gatos and replace gas services in order to continue to provide safe and reliable natural gas to the community.

Fire Season Has Arrived!
Prepare for Wildfire Risk


Now is the time to actively prepare for this year's fire season and reduce your wildfire risk! 

Start creating defensible space
 around your house by: trimming brush and removing weeds and low hanging tree limbs, organizing your Firewise community in creative non-gathering ways, or hardening your home.

Below are additional steps you can take to be personally prepared for wildfire season:

  1. Don’t be a source of ignition! Cease any risky activities like using outdoor machinery, barbecuing, improperly towing chains etc., as one less spark, one less wildfire!
  2. Pack your GO Bag Now.
  3. Agree on an Evacuation Plan for your family including pets. Where will you meet and how will you get there?
  4. Be ready to leave immediately if an order is issued.
  5. Sign up for emergency alerts with AlertSCC and Nixle.

State of California and County of Santa Clara
COVID-19 Guidelines 


On June 11, 2021, Governor Gavin Newsom took executive action to terminate the state’s stay-at-home order and tiered Blueprint for Safer Economy. Measures that were included in the blueprint to protect public health, such as physical distancing, capacity limits, and the county tier system, terminated on June 15.

The Governor issued an executive order to begin the “winding down” of the 58 executive orders that have been implemented since the beginning of the pandemic. The provisions will sunset in phases, beginning in June through September.  The California Department of Public Health also released a new public health order that went into effect on June 15 and replaces the previous public health orders.

On August 2, 2021 Santa Clara County and seven other Bay Area health officers issued Health Orders requiring masks indoors in public places. The Orders require all individuals, regardless of vaccination status, to wear face coverings when indoors in public settings, with limited exceptions, as of August 3, 2021.  The June 21, 2021 health order includes recommendations to continue to keep the community safe from COVID-19: (1) get vaccinated; (2) continue to emphasize outdoor activities; (3) avoid travel if you’re not fully vaccinated; and (4) continue to regularly test for COVID-19 if you’re not fully vaccinated and, regardless of vaccination status, get immediately tested if you have COVID-19 symptoms. The May 18, 2021 Local Health Order is rescinded, except for those businesses or governmental entities who have not yet completed two rounds of ascertainment of vaccination status of their personnel—a first round for all personnel and a second round for those who did not indicate they were fully vaccinated.  For those entities, once the second round is complete, the May 18th Order does not apply to them either.  All entities must maintain their records of compliance for the duration of the Cal/OSHA regulations.

Lifesaving Information For Emergencies (L.I.F.E.) File


Emergencies can happen when we least expect them to and many of the requests for Emergency Medical Services (EMS) happen within the home. The Town of Los Gatos is partnering with the Santa Clara County Fire Department to promote their new L.I.F.E. file program. The L.I.F.E. File is a simple tool individuals and families may use to assist emergency responders during a medical emergency.   First Responders rely heavily upon the patient, and/or the patient’s family members, to provide information used to help in the treatment and care of the patient. However, there are times when the patient is unable to provide this information and family members may not be present or available to assist First Responders during a medical emergency. The L.I.F.E. File information includes past pertinent medical history, allergies to medications, medications currently prescribed to the patient, advanced medical directives and any additional information. The L.I.F.E. File pouch is a vinyl magnetic pouch that is placed in an easily seen location on the front or side of the refrigerator.
