General Information:
The Housing Element assesses housing needs for all income groups within the community and identifies implementation programs to meet those housing needs. Unlike other General Plan elements, the Housing Element must be updated every eight years, rather than every 10 to 20 years, must address statutory requirements regarding its content, and is subject to mandatory review by State Housing Community Development Department (HCD). On August 3, 2021, the Town Council adopted Resolution 2021-032 to establish the Housing Element Advisory Board (HEAB) to serve as an advisory board that provides input on specific tasks associated with the Housing Element update. On September 21, 2021, the Town Council appointed four at-large members to the HEAB, in addition to the existing nine members of the General Plan Committee (GPC). The HEAB would be a separate committee from the GPC whose sole function is to advise the Council on the General Plan Update process.
Committee Role:
The responsibilities of the HEAB are as follows:
- Provide guidance on the development of the Housing Element update;
- Provide an additional forum for public involvement;
- Forward milestone products to the Planning Commission and Town Council;
- Review the Draft Housing Element; and
- Make recommendations to the Planning Commission and Town Council.
Meetings:
The Housing Element Advisory Board will determine its schedule (it is anticipated that the committee will meet no more than twice a month). Board members are expected to regularly attend meetings and public workshops. However, it is understood that on occasion, a board member may not be able to attend a meeting. Three absences in a calendar year may subject the member to expulsion from the HEAB.
Conflict of Interest:
Upon appointment to the board, members will be required to e-file a Statement of Economic Interests Form 700 with the Town as listed in Section 2.30.615 of the Town Code.
