Highway 17 Bicycle & Pedestrian Overcrossing Project

Project Description

The Highway 17 Bicycle and Pedestrian Overcrossing Project will improve bicycle and pedestrian mobility, encourage active transportation, and enhance safety for all modes of travel on Blossom Hill Road between Roberts Road West and Roberts Road East in the Town of Los Gatos. Blossom Hill Road is a major transportation corridor and route to school for the Town connection schools, senior facilities, a large regional park, and residences and businesses on both sides of Highway 17.

The project is identified as the highest priority project in the Town’s Bicycle and Pedestrian Master Plan and the Connect Los Gatos program. The project is being led by the Town with funding support from the 2016 Santa Clara Countywide Measure B administered by the Valley Transportation Authority (VTA), Transportation Development Act funding administered by the Metropolitan Transportation Commission (MTC), and with the support and design oversight of Caltrans for the portion of the overcrossing over Highway 17.

The project’s feasibility study was completed in 2020. Preliminary engineering and environmental clearance was completed in 2024, and the final design phase is scheduled for completion in early 2026. Project outreach has included several public meetings, pop-up events, and other direct stakeholder outreach to obtain input on the project. The preferred alternative includes 1) a new bicycle/pedestrian overcrossing over Highway 17 just south of the existing Blossom Hill Road overcrossing, 2) protected pathways on both sides of the new overcrossing to provide a new, continuous bicycle and pedestrian pathway between Roberts Road West and Roberts Road East, 3) safety improvements to the Blossom Hill Road/Roberts Road West and Blossom Hill Road/Roberts Road East intersections, and 4) modifications to the existing vehicular and bike lane configurations and pedestrian facilities on Blossom Hill Road.
